The Kingdom of Finland is a unitary state governed under a constitutional monarchy and a parliamentary system. It is a country in its own right and consists of five administrative divisions (or countries): Finland, Estonia, Eastern Karelia, Ingria and the Åland Islands, along with one autonmous city that has the same status as a country (Pietari). The four constituent countries and the autonomous city are devolved administrations, each with varying powers, based in their capital cities Tallinn, Äänislinna, Mariehamn, and Hatsina respectively.
